As a result of the bootcamp, by decision of the judges, the following teams were declared winners: Sanarip Bilim, Vlaimi, My data, Mad aliens 2. Below is a brief description of each project:

Protection and security of personal data

Purpose of the project:

Improving citizens’ skills in the protection of personal data

Project Objectives:

  • Development of a web application with online guidance accessible to citizens on the protection of personal data and the risks associated with the leakage of such data, the rules for processing and granting consent to the processing of personal data, as well as methods of identification and authentication when using online public services.
  • Adaptation of the developed web application for people with disabilities (hearing, sight).
  • For wider use and distribution of the web application, it is planned to translate into the Kyrgyz language, since in the regions and remote areas of the country, the population mainly speaks the Kyrgyz language.

What is the essence of the project:

To achieve the objectives of the project, it is planned to develop a web application (online guide) to increase the awareness and competencies of both citizens and public servants. The online guide will be in the form of infographics, interactive materials with step-by-step actions.

For whom this project:

This project is aimed at all citizens of the Kyrgyz Republic.

Why is it important:

In Kyrgyzstan, the scope of opportunities for providing electronic services to organizations and citizens expands every year. This not only makes it easier for citizens to access the services of the digital market, but at the same time, the active use of personal data by state authorities, commercial and public organizations significantly increases the risk of unauthorized intruders into private life. The main types of privacy threats in the digital world are:

1) an unfair policy of handling personal data on the part of data holders who have been entrusted with personal data by citizens (including the leakage of personal data);

2) improper handling of personal data not out of malice and not for personal gain, but simply out of ignorance and from illiteracy;

3) the low level of awareness of the majority of citizens in the protection of personal data and electronic information.

To solve the problems above, you must perform the following tasks:

1) increase the responsibility of organizations (state and commercial) using personal data of citizens;

2) increase citizens’ confidence in the use of electronic services.

Digital Skills for the Digital Economy

Purpose of the project:

Ubiquitous in-game training for children on the basics of using the Internet safely.

Project Objectives:

Development of a mobile game and a manual on digital security.

What is the essence of the project:

The project is a game for mobile devices – “Sanarip Baatyr” (sanarip kyr. – digital, Baatyr kyr. – hero).

Using exciting, intuitive gameplay and interesting tasks related to digital security, Sanarip Baatyr will help teach school students the following skills as:

  • Security – understanding the importance of information security and associated risks in real life.
  • Responsibility – a cautious attitude to suspicious links and advertising banners.
  • Mindfulness is a responsible attitude to news and information lines on the Internet.
  • Analysis is the promotion of thoughtful and independent viewing of ideas.

The plot of Sanarip Baatyr is based on the centuries-old cultural identity of the Kyrgyz people – characters from the famous epic Manas. Therefore, it will have important cultural value among pupils and their parents.

This project is mainly aimed at adolescents (students of educational institutions)

Why is it important:

In the modern digital world, it is very important to be able to protect yourself from variety kinds of threats that are an integral part of being in the digital space. In the Kyrgyz Republic, there is a lack of attention to the problem of ensuring digital security for Internet users, and in particular for children and adolescents. The country does not have any systematic teaching aids or plans for disseminating this knowledge among citizens. Therefore, using the Internet, a large part of the population, including children, is at constant risk of becoming a victim of cybercrime: from phishing, the loss of personal data, the spread of false information and ending with such phenomena as pornography, drug addiction, pedophilia, “Blue Whale”, terrorism.

Some researchers believe that the game is an integral part of the development of personality and its potential. During the game, you can learn, educate, change and, of course, develop. The game is inextricably linked with positive emotional experiences, activity, concentration, imagination and the work of thought processes. The competitive aspect inherent in the game is also often involved here. It encourages students to maximize all their resources and knowledge.

The game is a natural and humane form of learning. Through the game, we teach children not how it is convenient for us to give educational material, but how it is convenient and natural for children to take it. Taking into account this fact, it is also necessary to note that the game should be interesting for children, therefore educational materials act as a mandatory additional component that helps in the passage of the main storyline of the developed game.

Purpose of the project:

Raising the awareness of citizens about the use of their personal data by state bodies and private organizations, as well as increasing the accountability of personal data holders to citizens.

Project Objectives:

Development of a technical solution that will enable citizens to control/manage the process of transferring their personal data, as well as the integration of this solution into the state portal of electronic services

What is the essence of the project:

Create a technical toolkit that will be integrated into the state portal of electronic services. Develop a common model solution for all participants connected to the data exchange within the “Tunduk” interagency electronic interaction system. By which every citizen of the Kyrgyz Republic, registered on the state portal of electronic services, will have a technical opportunity to manage their data, receive notifications who, and when requested his personal data.

For whom this project:

The project is aimed at citizens of the Kyrgyz Republic receiving state and any other services (banks, telecom operators, municipal institutions, utilities) in digital (electronic) format, registered on the portal of state electronic services.

Why is it important:

Currently, more than 2.5 million citizens of Kyrgyzstan spend more and more time online, using both the services of local authorities and global platforms and ecosystems. Personal data, including diplomas, identification numbers, marital status, is increasingly published and transmitted online. Every interaction and every online transaction can be traced. However, at present, citizens of Kyrgyzstan have little control over the process of collecting, using and storing their data. There is no state body responsible for the protection of personal data, and state bodies do not have sufficient capabilities to protect and protect the rights of access to the data of citizens of Kyrgyzstan both domestically and from providers of global platforms.

Personal data today is one of the most expensive products on the global market, has become the “new black gold.” Data, including publicly available data, is collected and sold to businesses and governments. These data can affect the possibility of employment, obtaining a loan, education and even the possibility of obtaining foreign visas.

The project will solve the problem of informing Kyrgyz citizens about their rights of access to data or exercising rights to their own data and will create a real tool that will allow Kyrgyz citizens to find out who collects and uses their data.

Purpose of the project:

Enhancing Digital Cybersecurity Skills

Project Objectives:

Development of a multi-platform game in the form of a mobile game in the idle genre with quiz elements and its integration into the educational sphere of the Kyrgyz Republic

What is the essence of the project:

Develop a multi-platform mobile game that teaches the basics of digital security, with the ability to promote this product with the help of the Ministry of Education and Science of the Kyrgyz Republic, the League for the Protection of the Rights of the Child; Subsequently, to collect and analyze data on digital literacy of users.

The mobile platform allows you to combine many topics on its base and, areas of education under a single concept – a game in the form of a quiz.

It is expected to:

  1. Promote learning through digital technology, in particular through the gamification of the learning process;
  2. Improve digital skills among young people, as well as increasing resistance to various kinds of cyber threats.

For whom this project:

The project is aimed at children and adolescents from 7 to 16 years, as a vulnerable part of the population, often left on their own on the Internet.

Why is it important:

The main tool for ensuring digital transformation is the acquisition of new digital skills – from digital and network literacy to the acquisition of a higher level of competence in the field of digital technologies. It is digital technologies and skills that open up new opportunities for economic growth, improving the welfare of citizens of the country.

However, there is still a digital divide: both in access to online services and in the skills of using digital technologies, especially between urban and rural areas, for vulnerable groups of the population. So, children and adolescents often need basic training in computer and digital skills, knowledge of how to use digital technology to empower themselves. The goal in solving this problem is how to make the lives of Kyrgyz citizens safer online with the help of new approaches and tools, raising awareness of digital risks and training in digital hygiene practice.

Cybercrime can be targeted against individuals for trolling, exploitation, sex trafficking, or recruiting into criminal or violent extremist organizations. But often the knowledge about risks in cyber space does not keep pace with the speed with which digital technologies are becoming a part of everyday life in Kyrgyzstan. Digital hygiene is a simple set of principles that a citizen must know and follow in order to stay safe online.

Therefore, it is important to improve access to basic digital security at all levels of society, to find sustainable, user-oriented ways to make digital hygiene part of the required knowledge.

It is necessary to develop new approaches and tools to increase citizens’ awareness of digital risks and to teach digital hygiene in such a way that it is accessible and accessible to all citizens of Kyrgyzstan, including from vulnerable groups. It is important to raise awareness of digital risks and digital hygiene in a fun and engaging manner, to create tools that allow people to measure their digital risks and understand their capabilities for digital hygiene; Encourage everyone to understand that digital citizens need digital security education and support.
