According to the results of the bootcamp, by decision of the judges, the following teams were declared winners of the bootcamp due to support from the project partners (Soros Kyrgyzstan and the DCASA project): Smart Citizen, Kloop Media, LIR, Lek-Info, Sanarip Bilim, Sanarip ID. Also, by the decision of DCASA, another project was supported outside the bootcamp, but took part in Sanaripton – Pro IT. Below is a brief description of each project:
Smart citizen
Purpose of the project:
Development of a unified system for obtaining data from individuals and legal entities to ensure comfortable interaction of the population with government bodies in real-time. Increasing population loyalty and removing bureaucratic barriers in obtaining data.
Project Objectives:
- The ability to obtain all information about an individual or legal entity registered with state bodies of the Kyrgyz Republic through an eID-card, Mobile ID, and electronic signature.
- Access to information held by government bodies, accumulated and displayed in a single user interface.
- The ability to develop a function to control ongoing requests for personal data of individuals and legal entities with statistics
What is the essence of the project:
A technical solution integrated with government services through interagency electronic interaction system “Tunduk”, with what users – individuals and legal entities of the Kyrgyz Republic, will have the technical ability to receive digital government services.
The system will have access to all information held by state bodies, accumulated and displayed in a single user interface.
Authorization in the system will be done through electronic signature, eID and MobileID.
For whom this project:
The target group of this project are individuals and legal entities of the Kyrgyz Republic, recipients of state, municipal, and other services in digital (electronic) form.
Why is it important:
The main tool for ensuring digital transformation is the acquisition of new digital skills – from digital and network literacy to the acquisition of a higher level of competence in the field of digital technologies. It is digital technologies and skills that open up new opportunities for economic growth, improving the welfare of citizens of the country.
However, there is still a digital divide: both in access to online services and in the skills of using digital technologies, especially between urban and rural areas, for vulnerable groups of the population. So, children and adolescents often need basic training in computer and digital skills, knowledge of how to use digital technology to empower themselves. The goal in solving this problem is how to make the lives of Kyrgyz citizens safer online with the help of new approaches and tools, raising awareness of digital risks and training in digital hygiene practice.
Cybercrime can be targeted against individuals for trolling, exploitation, sex trafficking, or recruiting into criminal or violent extremist organizations. But often the knowledge about risks in cyberspace does not keep pace with the speed with which digital technologies are becoming a part of everyday life in Kyrgyzstan. Digital hygiene is a simple set of principles that a citizen must know and follow in order to stay safe online.
Therefore, it is important to improve access to basic digital security at all levels of society, to find sustainable, user-oriented ways to make digital hygiene part of the required knowledge.
It is necessary to develop new approaches and tools to increase citizens’ awareness of digital risks and to teach digital hygiene in such a way that it is accessible and accessible to all citizens of Kyrgyzstan, including from vulnerable groups. It is important to raise awareness of digital risks and digital hygiene in a fun and engaging manner, to create tools that allow people to measure their digital risks and understand their capabilities for digital hygiene; Encourage everyone to understand that digital citizens need digital security education and support.
Sanarip ID
Purpose of the project:
Increase the number of people using public electronic services.
Project Objectives:
To provide a reliable and convenient ecosystem for identifying users in various state and commercial online portals and services, which can have a beneficial effect on the quantity and quality of the electronic services provided, as well as increasing the number of people using electronic services. Following tasks should be solved to reach the goal:
- Development of a mobile application for much easier access to electronic services of government bodies and commercial companies
- Development of a backend of an identification system for implementation in public institutions and commercial structures
What is the essence of the project:
Sanarip ID is a secure electronic identification system using a mobile application and cloud digital signature.
The project includes a technical solution for user identification, which will contain the following components:
- Client mobile application for authorization
- Multi-factor authentication subsystem
- Hardware-software complex for generating and storing keys
For whom this project:
The target group of this project are individuals and legal entities of the Kyrgyz Republic, recipients of state, municipal, and other services in digital (electronic) form. Also, the entire public and private sector (government agencies, banks, telecommunications companies, commercial entities, etc.)
Why is it important:
Today, the state puts more and more priority on the development of electronic services, since this is due to the need to increase the effectiveness of public administration, the availability of information on the activities of state bodies for organizations and citizens. The current stage of development of public administration is characterized by the widespread introduction of electronic interaction between the population and the state. But there are also plenty of problems in the provision of online electronic services, such as (1) overcoming barriers to interagency and electronic document management (2) incomplete translation of the reception and processing of citizens’ applications in government on an electronic basis (3) lack of an authorized body for protection personal data (4) the remoteness of the rural population from places of organized electronic interaction (5) uneven development of the public services system in quantity and quality (6) to the present of his time in many cases still require private citizens appeal (7) lack of involvement of a wide range of people to use electronic services. A combination of problems is associated with the latter, but in the context of this project, “economic feasibility” can be considered. Now, in order to use electronic services, you need (1) a biometric id passport of the sample of 2017, with personal data embedded in the chip, as well as an electronic signature for identification and authentication in state portals or an token with electronic signature (2) purchase of a reader for the id of the passport ( 3) workplace settings. Installation and configuration of the program for working with electronic signatures. Given all of the above, this factor (the need for financial costs) is also significant in terms of increasing the use of public services. The solution to this project will facilitate access to electronic services by introducing a new type of authentication, in which a citizen can enter online systems using a mobile application installed on his phone, as well as a cloud digital signature, while at the same time receiving a number of advantages: genuine mobility, the highest level of compromise protection, performance, reliability, free of charge.
It is necessary to increase the number of users of electronic services, since proactive interaction is a powerful tool for the development of digitalization of the state, because the more participants in electronic interaction, the more requirements for the quality and quantity of services provided.
PRO IT
Purpose of the project:
To create an additional mechanism to ensure the objectivity and effectiveness of procurement activities on the portal of the Department of State Procurement of the Kyrgyz Republic, as well as to increase responsibility both on the part of procuring organizations and by suppliers’ organizations.
Project Objectives:
- To develop a system for assessing and rating the public procurement participant.
- Integration of the developed system into the government procurement web portal
What is the essence of the project:
The share of public procurement in the Kyrgyz Republic is growing every year, but due to inertia in procurement activities, financial and economic indicators are still the main ones. However, the following indicators are ignored, such as: (1) the quality of the delivered goods and services, (2) the reliability of the supplier, (3) the quality of contract execution, (4) customer satisfaction, etc. Therefore, in the absence of additional indicators, great risks for both supplier and procuring organizations.
Within the framework of the project, it is planned to create technical tools – a system for evaluating and forming the rating of the procurement participant, which will be integrated into the public procurement portal, with the following functionality:
- Assessment of the participant’s activity (available in the personal account of the registered participant)
- Automatically generated participant rating (publicly available on the government procurement web portal)
- View participant rating (publicly available on the public procurement web portal)
- Comparison of participants according to general criteria and rating
- Participant rating (publicly available on the public procurement web portal)
For whom this project:
The project is aimed at all participants in the public procurement portal.
Why is it important:
During the functioning of the public procurement portal (since 2015), a number of problems were identified at various stages of the formation, publication, and execution of electronic bidding procedures. Great material and moral damage to procuring organizations are caused by the activities of unscrupulous suppliers who deliberately lower prices in order to “recapture” the contract from real suppliers. After the conclusion of the contract, the deadlines (delivery schedule) are violated, the work or services are rendered inadequately, the goods are delivered of inadequate quality. In turn, organizations of potential suppliers also face unfair performance of obligations on the part of procuring organizations in terms of timely financing, qualification, and technical requirements for the supply of goods, works, and services. Creating a digital profile of a public procurement participant will create additional conditions and tools for ensuring transparency, as well as the traceability of organizations’ participation in public procurement procedures at every step of the procurement procedures. It will help reduce the risks of corruption, affiliation, “dummy” suppliers, failure to fulfill obligations, both from the side of the procuring organizations and from the organizations of suppliers.
LIR (Portal of electronic communications “Suroo”)
Purpose of the project:
Ensuring transparency and accountability of public authorities through the use of modern information technologies and new means of communication.
Project Objectives:
- To simplify the way of communication between citizens and government bodies.
- To increase the accessibility of citizens to public services
- To increase openness and transparency to state information / reporting / data.
- Carry out activities to raise awareness of citizens about the possibility of sending electronic appeals.
- To conduct training events on the principles of the new electronic circulation service among citizens.
What is the essence of the project:
It consists in creating an electronic portal for citizen appeals, integrated with electronic document management systems of government bodies (by far the most common electronic document management system is Infodocs. If the agency is not yet working with Infodocs or another system, an email will be sent. Citizen will be able to track the status of your appeal, the data of the contractor and the approximate response time by the unique identifier of his request. Thus, yes ny service will simplify the process of submitting requests and optimize the further processing of letters performer. Separately should be noted that the service will create the conditions for access to information held by the department of state bodies, for people living in remote areas and people with disabilities.
For whom this project:
The project is aimed at all residents of the Kyrgyz Republic, as well as for foreign citizens.
Why is it important:
Access to information is an inalienable human right. All citizens of the Kyrgyz Republic, as well as foreign citizens and stateless persons, have the constitutional right to apply to state bodies or local authorities. Today, in the age of digital technology, reducing the time to receive information directly affects the well-being of citizens. Accessibility of information increases awareness and affects the quality of decisions made. Open data improves the attitude of citizens to government bodies.
The methods for filing electronic applications that are available today provide only the delivery of electronic applications to authorities. There is no system for monitoring status (whether the letter has been delivered or accepted for execution), as well as monitoring the execution of the application for the head of the responsible ministry or department. This is the reason that applications remain unanswered or are not processed on time. There are also inconveniences for applicants in the existing system. Citizens are forced to additionally contact the departments to obtain confirmation that the application has been received (incoming document number), who is the executor. This process also distracts government officials, creates tension and can lead to conflicts.
Lek info (mobile drug control application)
Purpose of the project:
Ensuring transparency and accountability in the provision of medicines and medical products to the population and in the fight against corruption in the Kyrgyz Republic
Project Objectives:
- Reduce the high level of corruption in the field of drug provision.
- Create a technical solution for monitoring prices and availability of medicines in pharmacies.
What is the essence of the project:
In the Kyrgyz Republic, there is the problem of offering a huge assortment of medicines, but there is no information about the necessary, safe and high-quality medicines in the country. People who buy drugs do not have information on their real price, in this regard, prices can many times exceed their real value. There is no information on permitted analogs (generics) that are cheaper than advertised expensive drugs (unethical marketing practice). At the legislative level, there is no mechanism to protect consumers from the supply of low-quality products, the illegal market for medicines (drugs), price lawlessness, which leads to a stable corruption relationship between officials and suppliers of drugs. To protect the population and identify offenses, there is an urgent need for broad, targeted information, legal literacy, and mobilization of the population to engage in public monitoring. The use of digital technologies (mobile application) will allow for educational and enlightenment work among a wide range of people, especially in rural areas on the proper use of drugs and MI.
For whom this project:
The project is aimed at all residents of the Kyrgyz Republic.
Why is it important:
In Kyrgyzstan, there are more than 4,000 pharmaceutical companies and more than 1,000 drug distribution entities operating on the pharmaceutical market. The assortment and volumes of medicines offered to the population are growing. The interests of most pharmaceutical companies are aimed at making a profit. If in 2016 the total amount of medicines imported to the republic amounted to 10 billion 332 million soms, then already in the first quarter of 2017 – by 3 billion 959 million soms. There is no law in the Kyrgyz Republic that regulates the pricing policy in the pharmaceutical market; using this, pharmaceutical intermediaries earn a lot of money. In different pharmacies, the prices for the same drug are completely different. The margin of pharmaceutical companies even on vital medicines reaches from 50 to 130 percent. For more than 20 years, the state did not regulate the price of medicines. Only in 2019, The Ministry of Health submitted a draft resolution on the approval of temporary rules for pricing and mark-ups for public discussion. They concern only those drugs that are reimbursed under the Supplementary Compulsory Health Insurance Program (compulsory medical insurance) and the State Guarantee Program on an outpatient basis. The big problem is the quality of many drugs. Almost 70 percent of the drugs that are currently purchased by medical institutions in Kyrgyzstan have not been certified. All of these drugs can be harmful to human health. More than half of them are of unknown origin, and their quality has not been verified by anyone. The pharmacies are full of not only expired, but also fake medicines. There is no reliable information about high-quality, safe and effective medicines and authorized analogues. Pharmaceutical companies actively advertise their medicines, which are often ineffective (unethical marketing practices). The Ministry of Health of the Kyrgyz Republic has developed laws “On the Circulation of Medicines” and “On the Circulation of Medical Devices”, as well as many by-laws, orders, and orders in the field of drug circulation and provision (presented in the appendix). Despite the voluminous list of regulatory legal acts regulating the circulation of medicines in Kyrgyzstan, the problems remain unresolved – the absence at the legislative level of a mechanism for protecting consumers from the supply of low-quality products and misuse of funds from the republican budget, as well as the development of a stable corruption relationship between officials and suppliers of medicines funds.
The Constitution of the Kyrgyz Republic (Article 47) requires the state to ensure the “right to protect health” and create conditions for providing inexpensive high-quality medicines, as well as systematically informing the population, which is one of the key tasks of public health. Without solving this problem, it is impossible to provide high-quality and affordable medicine for citizens of the country.
Protecting the interests of the population and ensuring the right to reliable information about safe medicines in modern conditions will require active participation and involvement in public control in the field of pharmaceutical provision of the consumer himself.
Public control – supporting a good business, can give an impetus to the development of a single transparent environment in the market. It will automatically launch, including self-regulation of the consumer market, which is so important for the consumer and the state.
